The Scottish FA have confirmed an independent review is underway following the scenes that unfolded after Celtic’s Scottish Cup win at Ibrox last month.
Celtic progressed on penalties, but the focus quickly shifted away from the result. Full-time saw supporters enter the pitch, with disorder breaking out in the ground. It brought an immediate response from the authorities.
The governing body have now moved into the next stage. Rather than react in the moment, they are looking back at how the day was handled from start to finish. That includes decisions made before kick-off as well as how things were managed once the match ended.
There is also wider context around the fixture. Away allocations had increased this season, and the cup tie allowed a larger Celtic support inside Ibrox than seen in recent years.
An SFA statement read: “The Scottish FA can confirm the appointment of an Independent Lead and terms of reference for the review into the incidents which occurred at the Scottish Gas Scottish Cup quarter-final between Rangers and Celtic at Ibrox Stadium on 8 March.
The review will seek to establish the facts surrounding what happened during the day of the match, both within Ibrox Stadium and the surrounding area, including examining events and decisions made in advance of, during and following the match, with a view to identifying lessons learnt and making recommendations to avoid a repeat of similar scenes at other fixtures with a similar risk profile.
The review will be led by Mark Blackbourne, a vastly experienced sports event consultant who continues to lead on match operations at major club and international competitions under UEFA and FIFA jurisdiction.
The review process commenced with a meeting of all relevant parties at Barclays Hampden, convened by the Independent Lead, including the respective clubs, Police Scotland and representatives from the Scottish FA.”

It’s not just about what happened after the final whistle. It looks at how the day was set up, how the situation was handled, and how things got out of control once fans were on the pitch.
From a Celtic perspective, attention will turn to how away supports are managed at these games. The bigger allocation changed the atmosphere inside the stadium, and what followed will be part of the thinking when future decisions are made.
There will also be scrutiny on how the situation escalated, particularly with footage appearing to show Rangers supporters moving beyond the halfway line towards the Celtic end once the pitch was breached.
What happened at Ibrox won’t change now. But how these matches are run going forward, and how quickly issues are dealt with when tensions rise, will be looked at much more closely.
