Premier League competitors Crystal Palace and Brighton have also shown interest.
Frame has two years remaining on his contract with Celtic, and it would require a substantial offer for the Scottish champions to even contemplate a sale.
Celtic view the full-back as a promising prospect for the future, and he is anticipated to gain regular experience in the B team in the Lowland League in the forthcoming season.
He was a standout performer and netted a goal for Celtic in the recent under-18 Scottish Youth Cup final against Rangers.
Frame’s goal in the cup victory was witnessed by Celtic’s manager, Ange Postecoglou.
